First 5 Humboldt’s Vision
All Humboldt County children thrive in healthy, supportive, nurturing families and neighborhoods, enter school ready to learn and become active participants of their communities
This report contains the results of First 5 Humboldt evaluation activities conducted during calendar year 2015. This period includes the last six months of Fiscal Year 2014-15 (January–June 2015) and the first six months of Fiscal Year 2015-16 (July – December 2015).
The structure of this report reflects the Evaluation Framework updated in 2015, found in Appendix A. The Evaluation Framework maps the relationship between the Vision of First 5 Humboldt and the five Strategic Goals defined in the 2012 Strategic Plan in order to measure results. This report discusses evaluation results by the Strategic Goal Area, the Action under that Goal, and the Indicators associated with the Action.
First 5 Humboldt funds a number of programs under different Goal Areas as seen in Figure 1. The specific activities of each and every funded program are not provided in the main body of this report; this report focuses on the results of local evaluation activities related to indicators found in the Evaluation Framework and on related data available from county and statewide sources. For each set of indicators, a brief synopsis of the data is provided in italics at the start of the section. While each program is funded under only one Goal Area, a program may be tracking indicators under other Goal Areas. For a brief description of each individual First 5 Humboldt program funded during 2015, please refer to Appendix B.
Data presented in this report is collected from various sources using different processes. For a description of data sources, data collection instruments and protocols, and data analysis procedures, please refer to the Methods section in Appendix C.

This report is presented to the Humboldt County Children and Families Commission and to the First 5 Humboldt Program Evaluation Team (PET). PET members use this report, additional individual program data and reports, their knowledge and experience, and information about the program’s administration and budget to make program recommendations to the Commission. The Commission will use the recommendations to:
- Acknowledge program leaders, partners, and communities for their achievements.
- Provide guidance for improvements to existing programs.
- Identify requirements for continued funding of existing programs as needed.
- Determine funding allocations for existing programs within the budget decision-making process.
- Determine funding decreases for existing programs, and the elimination of funding for existing programs.
